Where do people get the idea that sex is a basic human necessity?

I have seen answers to questions pertaining to personal responsibility here that include this idea that sex is a basic human need, and many times on talk shows when people are fighting over who the baby's daddy is, the first person to suggest abstinece as a form of birth control is torn a new butt crack over the idea.

I thought the three basic human needs were food, clothing and shelter. What is it about sex that makes it the fourth human necessity, to the point that people have it without thinking about the end result, either a baby or a desease?

And why is it that when those people are facing the music because of their choice, they pull out this "sex is a basic human need" excuse? I'd really like to know what people think about this.
I should clarify - I'm not talking about sex between people who intend to perpetuate the species. I'm talking about people who have careless sex at will, then in order to refuse to take responsibility for the result, hide behind this "sex is a basic human need" thing.
And by the way, there's nothing religious about me. I haven't set foot in a church in about 20 years.

We need to have sex in order to reproduce. And the pleasure of sex makes it like an addictive drug.
